Stories like this make me physically ill. That it happened just a couple of miles from my home in Gilbert doesn’t help. Kelly Tracy was 16 years old when Manuel Contreras-Galdean got behind the wheel of a car at 6:30 in the morning with a blood-alcohol level over twice the legal limit.
