Political energy needs to be focused at the local level. The city councils, school boards and HOA boards have *far* more impact on people's daily lives than "the big boys". Sounds like it may be time for a grass roots effort to ammend them to affect change. Your HOA is probably like most in that there is a significant percentage of homeowners that have no clue what is going on.
